Essen's city council has resolved to enhance the image of District V, also known as Altenessen. The 'Image District V Master Plan' is set to develop integrated urban development measures, with a process lasting until 2026 followed by implementation. The plan will be created jointly by the city administration, Essen Marketing GmbH, and local stakeholders.

The master plan's foundation is an image study conducted by the Rheingold Institute Cologne, which revealed Altenessen's strong fascination, attachment, and identification potential. Some immediate measures are expected within the first quarter, including setting up a fund and improving communication. The one-time costs for external planning services are estimated at around 150,000 euros. The plan's development process is scheduled to last until the end of 2026, with the implementation phase following.
